The Local Control Funding Formula (LCFF) was enacted in 2013–14, and it replaced the previous kindergarten through grade 12 (K–12) finance system which had been in existence for roughly 40 years. For school districts and charter schools, the LCFF establishes base, supplemental, and concentration grants in place of the myriad of previously existing K–12 funding streams. Each District must set goals and actions in a plan called the Local Control Accountability Plan or LCAP. LCAP must address 8 State Priorities. LCAP must show how the money is going to be spent. LCAP must show increased/improved services for high-need students with the money they generated.

The Black Parallel School Board will submit LCAP recommendations to the Sacramento City Unified School District in February to close the opportunity gap.
